On 17 March 2004, Axel Blumberg, a 23-year-old engineering student, was kidnapped in Greater Buenos Aires. He was held for ransom and killed days later.
His father, Juan Carlos Blumberg, turned private grief into a national movement, drawing hundreds of thousands to the Plaza de los Dos Congresos. Within weeks, Congress passed a package of penal reforms that came to be known as the “Leyes Blumberg.”
